I was following a recipe that calls for simmering the food for 1 hour. I've always had trouble actually working out the difference when something is simmering or whether it is boiling. So this time I have filmed our spaghetti bolognaise in all its steaming glory. Would you say this is simmering?

That's boiling. You should only be getting small bubbles every so often when simmering.
